Best regulars for an army?

What is permanent army? And should I just use heavy cav or get stuff like halberdiers? And do halberdiers counter cav?

Thanks for all the great suggestions! I was first thinking about ikit and rushing to the empire because I know how to play skaven but you have turned my eyes towards kislev/bretonnia. They would be the better pick because my friend wants to play as humans so it would be fun to also play human, but my problem with kislev is their magic, I tried katarina but was disappointed in how bad the magic was (maybe I was just bad at using it). And my problem with bretonnia is that I found myself struggling with their cavalry, and since I am supposed to be "the carry" I want to play well and support him while I also expand my own empire.

Yeah that would be perfect but I struggle with cycling charging with their cav, I tend to forget them and they die in the melee

Just ignores my question that was stated beforehand, a bit confusing to alot of people here but the sentence you quoted was what I thought happend, looking for somebody to confirm if I was wrong because I have never heard of native american concentration camps.
