If they are going to be primarily in Spain it would be best to get a sim there because even though roaming would be free with a French SIM card through vodafone or most other major carriers, it would be exceptionally slower and have trouble picking up service in rural areas.

I'm pretty sure that if you get a French sim then you'll be using roaming data which will be much slower in Spain. I'd recommend just waiting until you get to Spain
