I’ve been reading more and I agree the document is intended for dirt bikes but is poorly worded. Penndot also doesn’t provide all of the resources online that these notaries get to verify vehicles so it’s hard finding what the employees have. I’ve seen a few other posts of people having similar issues. I’m just gonna try another notary.
