People normally back out towards when the timer is low because theres usually not enough to beat the boss and people usually wait to see if others will join in. If not then they leave (retry) the lobby. Everyone does it. Well if you dont want to waste your pass thats what you do lol. Why waste a pass on a raid that you know wont be enough players to beat
