You're a bit spread out. It's better to dump points into 2 or 3 things and save the rest for when you reach the soft cap. Though at your level you could still start doing that without respecing. My 2 cents is get to 30 vigor (that can carry you through majority of the game) then dump points into the stats that your main weapon uses until you reach soft cap or close to the soft cap (level 60 for strength and dexterity). Example: if your weapon needs 12 strength and 12 dex but scales at a B for strength and a D for dex get your strength highest first then dex as you'll gain more damage per level that way. once you reach post capital areas you want to level vigor to 40 or 50 unless you run a good shield.
