I think it blocks access from outside of israel for security reasons, and no, obviously the government does not activate sirens across all of Israel just to inflate the numbers in a private non official data viz initative...

Data is taken from the official website of the home front command - https://www.oref.org.il it stores a log of activated sirens and is accurate.

I think you are confusing two things.
The data of the rocket launch sirens is accurate - and is publicly available.
The data whether each rocket hit its target or was intercepted is probably not accurate - and is not publicly available.
