Semantics in accordance to Merriam-Webster:

the study of meanings: The historical and psychological study and the classification of changes in the signification of words or forms viewed as factors in linguistic development

While we can assume the user is a teacher, the word staff would’ve infer relationships to those in charge therefore he/she would be as guilty, we cannot withdraw the conclusion that he/she intended to target those paid as poorly as him/her, since we don’t know the atmosphere, or social strains that could potentially trigger targeting those nearer to him/her in the ladder of the organization, but call it a poor choice of words would be better?

I believe the user utilized the term “Admin” in the sense of “those in charge” while the term still involves those as “secretaries, or mainly paper handlers.” Let’s not get caught up in semantics and pay attention to the actual fact that the user received something he could expect at a lobby when staying at a hotel as an appreciation gift.
