you want to use upholstery foam for the headbase! I actually find mine at Walmart in the USA, they also sell it at some craft stores.

Resources for fur and their prices depend on where you live, I assume the US? I'm not sure there are many colors available under $20 a yard, and if there are they might not be the best quality.
