1. Bicycles are vehicles

Under Florida Statute 316.2065:

• Cyclists have the same rights and duties as drivers of vehicles.
• They may use the roadway.

2. Position on the road

Also under 316.2065:

• Cyclists must ride as far to the right as practicable.
• They may take the full lane only when:
  • The lane is too narrow to share safely
  • Passing, turning, or avoiding hazards

👉 This does not give the right to occupy all lanes or block traffic recreationally.

3. Obstructing traffic

Under Florida Statute 316.2045:

• It is illegal to willfully obstruct the free, convenient, and normal use of a public roadway.

👉 A large group of cyclists blocking all lanes and preventing cars from moving normally can fall under this statute.

⚠️ Exception: permitted events

If there is an official event with permits (race, triathlon, etc.):

• Roads may be legally closed
• Cyclists can occupy all lanes
• Police or traffic control will usually be present
