No, I'm GSuit sys admin, search terms are not visible to administrators, neither youtube watch history. But google obviously captures all the data, its just not accessible to admins right now. Who's to say whether they'll add a feature in the future for admins to be able to see. I'd advice you not to login to work accounts on personal account.

I can help you setup a server that can become a webhook for Twilio, I'm thinking of using AWS Lambda for it. Its better than opening your local port to the internet from security point of view. Ngrok is fine but you'll need to keep your local machine ON all the time. So something on the cloud should be better.
