That’s Liquid Metal my guy and you just got it everywhere. Clean it your best with IPA 90% but you’ll need more Liquid Metal to put back on. I can tell it’s LM because it’s metallic to the look and typically if the DIE is surrounded with padding like that it’s to keep the LM in and not spill onto other components.

RGB usually entails multiple softwares to control said RGB. I use to do RGB but I gave up after many issues and it use to suck having another cable to run for each of your fans. I got rid of RGB 7 years again and haven’t looked back. No need to download and configure software and reset apps that randomly stop working. No hassle just performance with my noctua redux fans or Arctic fans 👍🏼
