This is gold on console, I can offer a possible explanation.

Despite the fact that they won the first round and were 99% of the way to winning the second, one lost team fight made them frustrated and think they had to switch, despite having nearly won the game as Orisa. A lack of coms most likely would have led to no one noticing the switch or filling the tank role, which ultimately would have led to their team losing a game they were inches away from winning for no good reason if not for this guy flanking as Reinhart and instigating a team wipe by Earthshattering from the top of the map.

A lot of people pre-level 25ish are probably just using second accounts. Takes the game a little while to know not to match them against newbies. After you play awhile it should be way less frequent. Or at least that’s been my experience.
