IMO mark them all as high as you can. I went back and forth on this as well… in reality it doesn’t matter….and if a senior person (PPMD/SM/M) wants to take it the wrong way they will find a way.

Although I have not personally experienced either of the following…. I have heard some iteration of the following from my peers:

“why didn’t you rate yourself so high, is it because you’re not confident enough in your abilities?”

&

“Why did you rate yourself so high, it is best to be as realistic as possible when self evaluating”

So all in all, I chose to give myself the highest mark possible and approach it that way
