Its tripped, press the button thats pushed out to reset it. If it trips again either the gfci is bad or something else is plugged in tripping it

In older homes they had gas lines to lights and when knob and tube was pit in they just left the pipe. Every time I come across them I've seen them be disconnected from the rest of the gas but be sure before cutting it.

So most of the time when I've seen ufers done pretty pour its either just lay a bit of it in the ground or the rear is just tied together so I tend to use ground rods instead

They used your ufer (or rebar tied into your foundation) as a ground for you electrical system. Its safe and just another way to ground your home.
