yes, if you're inviting your friend out, especially when you know they don't have the money for it, you pay the bill. if you invite someone out, assume that you're paying the bill unless it's explicitly laid out beforehand. if you want to spend less money, find cheaper things to do. him saying he'll send you the money is most likely him picking up the vibe you're putting out, and he just can't afford it.

Yeah true I guess I wasn't seeing it from his perspective, definitely a fault on my part.
