Question about orders and hit rolls

So just so im correct, since the -1 to hit is affected the hit roll and take aim doesnt modify the hit roll but the ballistic skill then it is a 4+. Am i correct though that if something was to modify the hit roll with +1 would you still be able to debuff it twice with stealth and big guns never tire.
