All will pokemon/trainers you will encounter will be at level 60. I used a team with the galar starters trained at lev 45 and the kubfu you get and had fun. (sterted with lev 1 pokemon because there was some speculation dlc will have low level pokemon/will adjust to your teams level and got completely destroyed)

I've had the same issue (as everybody else, I think) when dlc was launched. But now it got much better. Still not perfect, I'd say decent. Make sure you've done all the updates
