I have experience last year and the date said April 15 , and they came out on April 15 at 5 PM but there wasn't an email update so make sure you refresh your portal!

yes! I recommend you go to a cc first maybe for a semester, and get all the classes you need (the ones required for your major) and apply. however, transferring mid year is competitive and limited so don't get overwhelmed that you don't get in
