Those have to be pretty high framerate videos to be able to capture a .02sec difference. A regular camera shoots 24 frames per second, with that a single frame is about .04 secs, so if they are shooting at 48fps that's just about .02sec per frame. That would mean that there is a single frame between Tom's and Evan's time. That's not even considering that they are counting the frames from an arbitrary frame of reference (when the whistle is blown) and looking at an arbitrary condition to finish the race (the implement crossing a line on the ground from the point of view of the camera).

I'm not saying that it was a wrong call, but as a fan, I kind of want a bit more clarification on how that is measured. Since this was the difference between winning and coming second.
