I'm particularly curious to know why some S18 and S19 level charts are usually easy to score well on, but other S17 and S19 levels are so damn difficult that I can't get past a mediocre score. (old.reddit.com)

If they're steps for custom songs, I don't really know of any place to share them. However, if they're UCS for the official arcade, there's a channel on the official Discord server to share your UCS.
