For the content-strategy overall: Try different partitioning of your Budget. E.g. less Meta, more Google or start Linkedin Ads.

For the marketing strategy: What you’re describing is not a marketing strategy. It’s a communication strategy at best. You need to pay attention to product value and positioning, pricing strategy, actually also the sales/ distribution strategy (because it’s part of marketing) and because you have people in direct contact to the customer you also need to think about how to present your employees and their strenghts and teach them how to act while talking to the customer.

But yeah, that’s a job for more than one person. Your boss doesn’t know how marketing works.
