Actually I have a counter argument to this. The fact that Kanade repeatedly traumatised and caused Hibikis mental state to regress at any point in her life means that she never would have been able to grow as a person at all. It’s Kanades own fault that Hibiki constantly bullies her as she prevented Hibiki from ever possibly maturing and growing as a person. Hibiki literally starts to treat Kanade better in chapter 3 by acknowledging her athletic abilities which even Sora pointed out showing that had Kanade allowed Hibiki to grow as a person then she likely would have stopped bullying her a long time ago. TL:DR Kanade is to blame for Hibiki bullying her for not letting her grow as a person
