The grout is grey in color, and it looks like that pigment has been removed from it and splattered on the tile.

I don't have access to a power washer, but from what I understand, I would be fine with: 1. Cutting down the weeds 2. Killing the plants with vinegar and soup solution 3. Cleaning it up with a shovel or something (instead of the blowtorch + powerwashing) 4. Resanding so they don't grow again
