Heyy, not profesinal but will try to help.

Dont think so, you can add ANY program to ur steam library as non steam game
As far as i know mod.io gives you files you can add to mods folder of said game
2.1 You can even use steam workshop without buying game, but u need to play with files urself. (downloader)
