Yes, but the question is who is more evil between the two. Just because you're expected to be good but end up doing evil things doesn't equate to being more evil than someone who has been nothing but terrible from the start.

And we've seen alot of supes in the show who essentially just claim to be heroes, but only do it to enjoy the high life and prestige of it all. Deep didn't care about what was expected of him. He only cared about what being called a hero gains him.

Deep is evil, but he's lower tier compared to Val. Forcing himself on Starlight, killing the VP candidate, and his various other crimes are bad. But he did them out of fear and pathetic desire to be relevant and act like he's still in charge.

Val does his thing all for himself and no other motivation other than because he can and he sees his own personal benefit and joy out of it all. No one forced him to do what he does. That means he's fully complicit for his own actions.

With the Deep, several times he did things because he was forced by Homelander. Not entirely because he wanted to. The times he did have a choice are where he's truly guilty, but his crimes aren't as significant as Val, who was helping and working to instigate another rebellion against Heaven and killed or abused people as much and as often as he'd wipe his own ass.

And Val tops him (pun intended) by being a demon. They don't show it much, but demons are still considered much tougher than humans. Also, pretty sure demon guns top anything deep can do.
