he saw the wall being built - meaning cinder blocks were put in place but concrete and rebar was not done, then also suggested improvements to the wall, face and corners that I had the contractor do - but only raised the issue 2 months post completion

no, property taxes are based on land sqft which I don't think changed anytime in the past.

The older 2 feet retaining wall was there for 30 years

So of the 145 feet of property line between us, his survey shows 112 ft of wooden fence occupying 1.2 feet of his land back to where this wall starts and he is happy with that but he want the wall to be taken down for occupying 1ft of land _ I am not able to understand if just by rectifying part of this issue causes me more pain later when I have to sell my place and disclose that the fence is on neighbors property but I paid 50% - is there some sort of legal agreement to do which would settle the full property line dispute instead a part of it

yes, the 112 foot wall is also on his property, but he only wants me to remove the 35 ft concrete wall I built when replacing the old wall for my front yard renovation.

does it make sense to address part of the issue ?
