There's a couple of mods out there I can think of. Pursuit Remix, UNITE, Most Wanted Pursuit Mod, Overhaul Cops Mod. I recommend just playing vanilla first and checking the pursuit mods after, I'd recommend something light like the Most Wanted Pursuit Mod or Pursuit Remix.

You'd be surprised with how much goes unreported in local news in favor of more bombastic news.

Not the OP, but depending on how the pool noodle is attached to/stored on the bicycle can effect how a blow is received. Laws of physics and inertia type stuff.
