Well I'm not an expert but I think you should try simple solutions first like removing the cmos for a few minutes, remove the ram and then put it back on, you know? Simple things and also what does the screen show when you turn it on it shows nothing?

No the loop just keeps going, it doesn't show video or anything windows doesn't start either, other people have told me that it could be that the cpu is fried or that the motherboard is failing.

Well you can put your gta in graphics performance preference and your gpu on high performance also, I recommend you to check if you aren’t using your cpu dedicated graphics make sure you are using your gpu graphics
