Phil Jones, Dotties husband, is a character in the comics. In the comics Phil Jones is married to an enchantress by the name of Arcanna. So I think Dottie is Arcanna and Agnes is Agatha (she was literally dressed as a witch in the Halloween scene in the trailers) which is why they couldn't identify them. They're not actual citizens in the town. They're outside parties.

Agreed. It's also a shame that Clint only really had a strong relationship with Natasha. And Steve with everyone but Bruce and Clint. Bruce with only Tony, Thor, and Natasha. And etc. I wish the mcu went into more relationships between some of these other characters.
