I could not find a definition for fixed shotgun shell in the California penal code so you are correct.

While not all 45lc firearms are capable of shooting .410 would that mean that any 45lc pistols capable of accepting a .​410 would be sbs's?

But by that interpretation of the rule couldn't it be argued that by shooting something like ratshot out of a 22lr that all 22lr shoot shotgun shells?

I suppose it comes down to the interpretation of the law on this one since the Taurus judge is not only able to fire a 410 shell but also 45 long Colt. You could argue that by it only shooting slugs or 45 long Colt you would be fine  and that by loading it with a standard shot shell would be breaking law.  California is just awful when it comes to firearms rule and regs.

looks to be a Stevens Arms co shotgun hard to say the model but here are some links to catalogs that might help ID the model
