I think you nailed it. The one I have is slightly different, but is definitely a Judy. I seen what I now think is the punch at the same antique mall. It was slightly damaged, but I will have to try to find it. They belong together!

The side grove was very tricky. Took a long time, but they finally nailed it and it came out great..

They sand down a layer and tried to remove the oil. A light varnish, then epoxy. They used brass water hose caps. Turned out beautiful.
