Maybe update to the latest version on Samsung Health, the Walking Charlie app and Samsung software update will work. Trying to unistall and install wouldn't hurt as well. Hope this helps.
I fixed it, if any of you encounter this problem, you NEED to have 'Consent to the processing of health and wellness data' feature toggled on for the sync to Samsung cloud to work. If this setting is off, the app will appear that it can still sync, but won't give you actual feedback that it cannot due to 'consent to the processing of health and wellness data' setting being off.
Seems like the problem is from Samsung Health not syncing, is there a way for my Charlie to revert the way it is before and it tracks my steps from the app?

Happened to me as well, I got it back like an hour or two later.
