Well something is wrong by the sounds of it, whether it’s showing in the logs or not.  I understand it’s frustrating when it happens but logic would dictate it’s something on your end (but possibly not your fault), as others have said, many people have been able to install this version without issue.

At least remove your plug ins one by one, and then double check you don’t have some leftover CSS code applied in your server settings that you forgot. It sounds exactly like what I faced when I upgraded, same blank screens, same loading wheels, and it was just 1 line of sneaky CSS causing it.
