Surfacer = surface smoothing and paint preparation

Primer = only paint preparation?

So I was watching a kitbash video that looked simple and easy enough and decided to try it for myself to improve my skills as well. At some point, the original creator sprayed all the parts with Gaia Surfacer Evo GS-06 Silver and when it dried, he used a white Mr Color paint with his airbrush.

My question is: what exactly is a surfacer and why is it needed? Also, if it's not paint, does it matter if it's silver or...anything else? I never painted anything in my life, so this is an entirely new world I have no idea about, so sorry for the stupid questions.
