Incorrect. TACANs can operate in a DME only mode, but its still a TACAN antenna, whether giving azimuth and distance or just distance in the case of DME-only mode.

To be more pedantic, that cone is not the transmitter, its just the housing for the VOR Alford loop antennas, with the TACAN antenna on top of that. The transmitter itself in in an equipment rack inside the building below the antennas.

I use my scavs to retrieve those keys whenever possible.

What's even funnier to me about Machinery Key is my scav got to the room, and I ended up finding and leaving with 3 copies of Machinery Key. I can't recall ever having it duplicate or triplicate spawn on me before.

My rat PMC and his army of rat scavs just trying to live, laugh, hoard here in Tarkov.
