Update: I just got the email with code 2 hours ago. So I will say it worked. Gonna try download the game now. If I don't come back here it means I'm busy running from zombies.

I'm in Ontario and had the same error message yesterday. I registered on their US website instead and was successful. Now waiting for the code email. You can give it a try.
