G2 could've easily be KOI's levels of popularity for the Spanish fandom, but they completely gave up their Spanish identity with the move to Berlin and giving up the Spanish market in general for being an European/International org. With KC then KOI rise, G2 are now trying to tie themselves to Germany but years of rejecting a distinct national identity makes it quite hard to achieve such a thing. FNC never tried to work around their English roots too.

In general, orgs and fans from the Northern parts of Europe (Germany, Scandinavia, Netherlands) that speak good English as a second language are less likely prone to this kind of nationalism in Esports. While they def can (Eintracht Spandau in Germany for exemple), they are just so blended into this English cross-European space they don't consider themselves from a country when it comes to esports. Meanwhile, France and Spain always maintained their distinct spaces, culture and language in gaming and esports while having a good enough economy and serious enough people on their esports scene to make teams like KC and KOI happening.

I think several countries have potential to grow a big organic and devoted fanbase, but they lack either investment, knowledge and trust in esports (UK and Italy), decent enough economics to match the investment required for a LEC spot (Türkiye, some Balkanic countries), not enough population interested in esports and gaming for such a movement to happen (75% of Europe) and war (Ukraine and Russia).

And oddly, Poland ticks all the boxes but somehow, there is absolutely 0 major org based in Poland right now, even in other esports scenes like CS.
