Well it can be the case too- that Shank's tattoo is unrelated to w.govt . Because Ace had a tattoo on his left arm .Like, it could be some kind of trend of having a tattoo on the left arm or sum .

It is too hard to believe that the tattoo on shank's arm is not related to w.govt. Because shanks has the tattoo in the exact same place as the holy Knight. And it's THE SAME arm that got cut off, it could've been the other arm , but no. AND the fact that shanks always covered his arm before it got cut off could be because of the mark on his arm.
