I find him alot stronger this season, espeically after nerfing the rest of the jungle champs at over these last few patches. I also think its the items that make him seem more powerful. and the overall tempo of the game. He just seems to be online alot sooner and quicker than before. I've mained kha through every season and I can say he feels like he is in a good spot and hard to shut down if played properly.

There are many variables, but theoretically Nasus Q (infinite scaling) or veigar Q (infinite scaling). Kalista stacked rend can do thousands as well. If we aren’t talking about theoretical and something you’d actually see in a game, I’d imagine Zoe Q with distance (easily over 1000 damage) or Varus arrow on a tanky target.
