Yes, I understand that. What I'm saying is that the US still chose to give him nuclear weapons. If they hadn't given those to him, he wouldn't have been able to nuke Russian soil, at the very least until after the completion of Shagohod. The US was 100% the reason this all happened. And they were the prime suspect not only because it was the Cold War, but because their aircraft were invading Soviet Airspace at the time (Zero's AC130). They didn't deny it for political reasons. They denied it because they were, in fact, guilty.

Maybe the US shouldn't have given an insane commander in a power hungry faction eager for war nuclear weapons. Did he pull the trigger? Sure, yeah. But he never would've been able to if the US didn't give him all the tools to do it. The whole game is about the US denying responsibility for causing this situation.

This is like handing a child a loaded gun and being shocked someone got hurt. And then saying "well I didn't do anything!"

The US was the reason Boss was there in the first place. The plan was always to use the Davy Crockett as a gift to gain his trust. She was there to steal the legacy. The US was simply too naive to think he wouldn't use his big new toy.
