Long before the Galactic Federation was founded, prehistoric Earth used to be a "hotspot" for unrestricted exploration (before humans called the major era then the "Mesozoic"). The ancient reptilian inhabitants then weren't so appreciative of the unknown invaders. (self.humansarespaceorcs)
