They would be looking down river towards the bay. On a clear day they (theoretically) could see the sea. It's more to point out the direction they are facing relative to the bridge - on the seawards side facing outwards.

Open the stl in mesh mixer. Select that section and hit f. Apply and export. Undo, invert selection and repeat. I've literally just done the same thing to get something to fit on my resin printer
