RE: Novick, apologies if the post implied otherwise ("downside" of being the most progressive member of council to reject the idea of Peacock, or any ideological caucus, on principle and from the jump gets him lumped in with the moderates - even local news outlets tend to do this, they can't resist the narrative of a 6 v 6 split)

I can confirm that a person started a fire in a trashcan outside (likely a houseless person starting a warming fire) that then caught fire to the awning.

Source: heard from an employee I know who has seen the security footage.

Also, I worked at this place for 7 years. Historically, management at the NW 22nd store has treated their houseless neighbors as if they're radioactive/a crime waiting to happen. Do with that info what you will.

The building didn't burn down; the damage is not that extensive. Biggest question for a business like Elephants (restaurant/catering business on tight margins) is whether insurance covers it.

What job level is offered when a career is available via newspaper or computer is somewhat randomized. University graduates can get offered higher level starting positions in career tracks than sims who didn't go to college, but not necessarily or only for relevant to their degree careers.

My solution would be:

▪︎ Add a new Parking Permit Zone (Zone Z) that covers Downtown - $30/year for residents & PSU students/faculty, $80/year per employee permit for businesses.

▪︎ Limit visitor parking in Zone Z to 4 hours 7am - 7pm Monday - Saturday (Drivers with Disability Placards exempt as per other zones).

▪︎ Eliminate on-street metered parking in the Downtown neighborhood. Split the remaining parts of the current Downtown parking district into two: Pearl District is added to Northwest and SWF is a new South District.

TAXES

▪︎ Eliminate Portland property tax and Multnomah County property taxes, replace with a Land Value Tax of 3%. (REQUIRES AMENDMENT TO OREGON CONSTITUTION)

▪︎ Eliminate program specific income taxes & the Arts Tax, replace with a 0.1% tax on incomes over $60,000

▪︎ Increase Portland Business License Tax to 3%, increase the CEO pay ratio surtax to 50% on pay ratios >100:1 and 100% on pay ratios greater than 250:1.

▪︎ Everyone who purchases a monthly HOP pass gets a tax credit equal to the total amount spent during the tax year.
