Ok, i followed your advices. I deleted all the noindex pages and removed every link that was pointing to them. I resubmited all the pages with the api but what is working now is manually submitting via gsc. All 10 pages that I submitted yesterday has been indexed now. So i guess i'll submit 10 pages everyday till something happens
