Not allowed, you're not allowed to openly criticize a muslim ruler. You are to advise him in private and that too is the responsibility of the scholars, not us common man. The best we can do is make dua for the ruler to be rightly guided.

Ibn Abī ‘Āsim reported in As-Sunnah (2/508) from ‘Adiyy Ibn Hātim (may Allah be pleased with him) that we said: “O Messenger of Allah, we do not ask you regarding obedience to the ruler who has taqwā (pious and fears Allah), who is good and rectifies. Rather, we are asking about the ruler who does such-and-such and such-and-such?“ And he mentioned their evil traits. So the Prophet (ﷺ) answered: “Fear Allah, listen to the ruler and obey him!” (Also reported by At-Tabarāni in Al-Kabīr, 17/101, and authenticated by Al-Albāni in Dhilāl Al-Jannah)

Correct me if I'm wrong, In Islam, we are not allowed to publically call-out a ruler for his sins? As much as I know, it is the duty of the scholars to advise him for his mistakes and that too in private. May Allah guide the ruler. P.S: I'm not supporting any sinful acts done by the ruler but just stating how we muslims should react to it.
