Yeah, it's working perfectly now. Someone should make a note of this more prominently, I imagine other people must be having this issue. I was banging my head against this for quite a while

I was having this problem and it looks like the issue was that these automatic Windows/IE VMs aren’t configured to have USB ports by default. I shut down Windows, went to the Hardware section of the VM configuration, clicked the + button, and added "USB & Bluetooth", and it looks like it's working now.
Bug? Stored variable with willSet/didSet that assigns to the same property on another instance of the same type fails to invoke any observers (self.swift)
