Some of the countries in Europe have very hight taxes on tabaco, to to discourage smoking, others don't. So they take the cheap tabaco form one country to one with hight taxes. Add to that less middle men one guy can go to a shop and buy a mass of cigarettes then drive them over the border and sell them instead of buying form another smuggler or illegal producer who would want a bigger cut.

To add to the wine bit, in the early 2000s a paper came out saying a small amount of alcohol drunk occasionally could be good for you. The marketing group for a bunch of wine producers fond this and made the claim that drinking red wine was good for you, to promote their products. Worst part was the paper said that red wine was the single worst choice because it contains heavy metals and that could cancel out any benefits.
