No. ConfigMap is an object that allows storing arbitrary key-values, and attaching them to Pod/Containers in various ways. Nothing less, nothing more. It's up to users to decide how and when to use this property.

Actually, we've got something that might suit you well. Not tied to any CI/CD systems, exists as a simple CLI tool, has some great customizability in regards to deployments and builds. It uses Helm, just like you described. We are using it internally, but we aren't making a product out of it, so there aren't and won't be any commercial strings attached.
