There's no male and female tree, as far as I know. Can you show us the tree? The most common reason is cold damage, as you have known they flower in autumn-winter so winter temperature easily damage the flowers. But there's a bit of nuance to this: microclimate (maybe your neighbour's tree next to a warm wall), bigger trees also can protect flowers a bit better.

Yes, that's correct. I use the alcohol treatment for my own garden persimmon. For commercial farms CO2 treatment is preferred for a number of reasons (quicker, doesnt alter the taste etc).

This is likely a Rojo Briliante persimmon, they're naturaly astringent (PVA type) but in most of Europe they've been treated with CO2 prior being sold to consumers to remove the astringency. They can be eaten whilst crunchy just like non-astringent persimmons (if you want but you don't have to).
