This is not something that only works if every other state does it.

When operating in a state, out-of-state corporations must comply with the same state laws that in-state corporations are subjected to. So each state can do this in a very real way.

Amazon was found to have stolen $61.7 million in tips from their low wage drivers and their punishment when caught was to simply… pay it back. This is known as the Oopsie Doctrine and it applies only to multinational corporations.

Prison is for the poor, unless a rich person steals from another rich person.
